Trucks and vehicles used in foreign transit and transportation must meet certain conditions, especially when operating in European countries. According to the EU regulations, trucks that are permitted to travel within European countries must comply with environmental standards and regulations.
Foreign Transit:
Foreign transit refers to the series of steps in which goods are transported from foreign origins to the destination country, passing through one or more countries, using transportation vehicles. In foreign transit operations, various entities can be involved, such as transportation companies, customs brokers, forwarders, and both domestic and foreign trading companies. They can create financial benefits and job opportunities.
Transport Route in Foreign Transit:
- Goods are transported from the origin to the destination, passing through one or more countries.
- Customs procedures are carried out at the customs offices of the countries in transit.
- Foreign transit procedures for goods at the entry customs office: After completing customs procedures at the entry customs, the goods are directly transported to the exit customs office.
At the entry customs, the goods in transit are declared by the owner or a representative of the owner. A transit declaration is made in two copies, accompanied by the transport vehicle (if it has a valid international permit). The required documents for customs checks are also provided alongside the declaration.
Key Points in Foreign Transit:
- License: In cases where the transit of goods requires a permit, this permit must be presented during the declaration for foreign transit.
- Manifest instead of Bill of Lading: A manifest is accepted for goods entering by boat or barge in place of a bill of lading.
- TIR Carnet and CMR: Trucks carrying goods with a TIR Carnet or CMR are allowed to transit without the need for a declaration or depositing a guarantee.
- Acceptance of a written guarantee instead of a cash guarantee: In cases where goods are transported by selected customs vehicles or state postal services until the exit border, the customs may accept a valid written guarantee instead of the full or partial cash guarantee.
Required Documents at the Entry Customs for Transit Procedures:
- Declaration – The customs declaration document.
- Warehouse Receipt – The document confirming the goods’ storage at a warehouse.
- Bill of Lading – The transport document for the goods.
- Copy of Invoice – A copy of the commercial invoice for the goods.
- Bank Guarantee – A guarantee from the bank for customs procedures.
- Customs Broker Card – A card identifying the customs broker.
- Packing List – A detailed list of goods in the shipment.
- Letter of Attorney – Authorization letter for representatives or agents.
Duties and Responsibilities of Companies for Importing Goods from China:
- When the contracting party is a freight forwarder, the company is considered a carrier and must issue a CMR waybill on behalf of the forwarder.
- Supervision during loading and ensuring that the appearance and quantity of goods match the seller’s statements.
- Care for goods and sealing of cargo compartments from origin to destination, ensuring correct and safe delivery based on the waybill issued by the carrier and obtaining a receipt upon delivery.
- Communicate transport orders and instructions for goods handling and vehicle movement along international routes to drivers.
- Adherence to all responsibilities and conditions under the convention for the carrier.
- Compliance with the TIR convention and handling TIR carnet procedures in countries along the route and destination, ensuring the settlement of TIR carnet.
- Payment of shipping charges and related costs to the relevant drivers.
- Insuring drivers with social security organizations.
- Providing necessary information to foreign drivers and vehicles during foreign transit.
